FBR Raises Islamabad Property Valuations by Up to 75% While DHA Values Remain Unchanged

The Federal Board of Revenue (FBR) has revised property valuation rates in the Islamabad Capital Territory (ICT), excluding the Defence Housing Authority (DHA) from the updated tables, while increasing valuations in other areas by 15 to 75 percent. The FBR issued Notification SRO. 163(I)/2026, replacing the previous SRO.2392(I)/2025, which had initially raised property values to match market rates but was suspended following objections from stakeholders.

Under the new notification, DHA properties will continue to follow previously notified values, while a separate update for Rawalpindi is expected. The revised rates were finalized in consultation with real estate agents operating in the federal capital. Residential and commercial superstructures up to five years old are now valued at Rs. 3,000 per square foot, while older structures over five years are set at Rs. 1,500 per square foot.

For rural areas of Islamabad, property valuations will be determined by the Additional Deputy Commissioner (Revenue) or District Collector, with the higher rate applied in case of discrepancies. These measures aim to align official property values with market realities while addressing stakeholder concerns.
