The Capital Development Authority (CDA) is examining a revised layout plan for the Jinnah Town Housing Scheme in Islamabad's Zone 5 after its sponsor, the National Highway Foundation, submitted an application for approval of the amended design. According to an official letter from the CDA's Planning Wing, the foundation filed its requests through letters dated September 4 and September 24, 2026, and the application is currently under review.
Before the authority can proceed further, the CDA has directed the National Highway Foundation to publish a public notice about the proposed changes in two leading national newspapers, one English-language and one Urdu-language. The sponsor will bear the cost of the publication, the authority said.
The requirement is set out under Clause 20(b) of the Regulations for Planning and Development of Private Housing, Farm Housing, Apartments and Commercial Schemes or Projects in Zones 2, 4 and 5 of the Islamabad Capital Territory, 2023. Those regulations were framed under the ICT Zoning Regulations, 1992, and the notice must follow the format prescribed in Annex L.
The CDA clarified that publishing the notice is a necessary step before it can take the application any further. The letter was issued with the approval of the Director General of Spatial Planning and the Director of Housing Societies at the CDA.
Copies of the directive were also sent to relevant CDA departments, including the Director of Information Technology, with instructions to upload the public notice to the authority's official website. The move reflects the CDA's standard practice of inviting public input on proposed changes to private housing schemes operating in the capital's designated zones.
