Transparency International: RTI Laws Poorly Implemented Across Pakistan

Transparency International Pakistan (TIP) has reported weak enforcement of Right to Information (RTI) laws at the federal and provincial levels. The organisation’s assessment found substantial gaps in the proactive disclosure of government information, with the rate of compliance differing widely among regions.

The report, released ahead of Universal Access to Information Day on September 28, reviewed 98 government ministries and departments. The study assessed adherence to proactive disclosure requirements under the federal Right of Access to Information Act, 2017, as well as similar provincial laws.

According to TIP’s assessment, Punjab showed the highest compliance rate, with 59% across 18 departments. The federal government achieved 47% across 14 ministries, while Khyber Pakhtunkhwa reached 41% across 22 departments. Sindh met requirements in 31% of cases across 25 departments, and Balochistan recorded the lowest compliance at 28% across 19 departments.

The report pointed out that information related to budget and expenditure was among the least available on government websites across all regions. This shortfall raises concerns regarding the accessibility of essential financial data.

The availability of Public Information Officers’ (PIOs) contact details was also lacking in several areas. The report found publication rates for PIO contact details as low as 12% for Balochistan and 14% for Sindh, with the federal government and Khyber Pakhtunkhwa at 36% and 45% respectively. Punjab fared better, achieving 72% in this category.

TIP recommends that Information Commissions standardise the format for proactive disclosures. The organisation also suggests that government departments improve training for Public Information Officers, enhance the publication of budget and expenditure information, ensure mandatory disclosure of PIO contacts, provide details on decision-making processes, facilitate public consultation, and maintain minimum website standards, including a dedicated RTI section.
