Number of Pakistanis Going Abroad for Work Drops in 2025 Despite Strong Demand in Gulf Countries

The latest official figures highlight a decline in the number of Pakistanis traveling abroad for employment in 2025, indicating a noticeable shift in overseas labor migration trends. Data released by the Protectorate of Emigrants shows that 686,292 Pakistanis left the country for work during the first 11 months of 2025, compared to 727,391 individuals in the same period last year. This represents a decrease of more than 41,000 overseas workers year-on-year.

Provincial data reveals that a significant number of workers continued to migrate from Sindh, including Karachi, with 52,449 individuals seeking employment abroad during this period. Saudi Arabia remained the top destination for Pakistani workers, maintaining its position as the largest overseas job market. Other preferred destinations included the United Arab Emirates, Qatar, Bahrain, and Kuwait, reflecting sustained demand for Pakistani labor in the Gulf region.

Despite the overall decline, labor migration to the Middle East continues to play a vital role in Pakistan’s economy through remittances and employment opportunities. However, officials have emphasized the need for strict compliance with overseas employment regulations. The Interior Minister reiterated that no exceptions would be made in enforcing rules governing foreign employment, stressing the importance of legal documentation, proper registration, and the protection of workers’ rights.

Authorities believe that tighter regulatory oversight and improved monitoring mechanisms are essential to ensure safe and lawful overseas employment while safeguarding Pakistan’s international reputation and the welfare of its workforce abroad.
