Most fixed broadband operators in Pakistan met regulatory quality standards in the fourth quarter of 2025, reflecting generally stable internet service across major cities, according to the Pakistan Telecommunication Authority (PTA).

The Fixed Broadband Quality of Service Survey assessed 50 providers across 29 cities under the Fixed Broadband QoS Regulations, 2022, evaluating key performance indicators such as network availability, latency, bandwidth utilization, jitter, and data throughput. Operators in major urban centres including Islamabad, Karachi, Lahore, Quetta, and Faisalabad largely complied with benchmarks, with several achieving full compliance in their service areas during the review period from October 1 to December 20, 2025.

However, the survey highlighted performance gaps for some networks. Core and access node availability fell below required thresholds for providers such as Classic Broadband, Net Cloud Telecom, and Khan Telecommunications. Elevated latency was observed on domestic and international routes due to routing inefficiencies and capacity limitations. Some providers also experienced congestion during peak hours because of high bandwidth usage, and limited instances of elevated jitter were recorded, potentially affecting real-time services like video calls and online gaming. Despite these issues, all surveyed operators met the minimum download and upload throughput requirements.

Following the findings, PTA instructed non-compliant operators to implement corrective measures including network optimization and capacity upgrades. The authority emphasized ongoing monitoring and enforcement to maintain service quality and protect consumer interests in Pakistan’s fixed broadband sector.
