Pakistan has launched an initiative to develop an artificial intelligence-based operating system for government operations, aiming to modernize public administration and enhance efficiency. The Pakistan Digital Authority has begun work on a Cognitive Government Operating System, designed to integrate AI into core governmental processes and transform the way departments function. The Ministry of Information Technology is supporting the initiative and has shortlisted international consultants to assist in designing the system.
The project seeks to review current governance structures and rebuild them into a streamlined digital framework. Officials explained that the system will move away from traditional departmental hierarchies, focusing instead on core functions to simplify workflows and reduce duplication. Artificial intelligence tools will be applied to redesign processes and improve coordination across government departments.
The proposed system will incorporate simulations and practical use cases to demonstrate how AI can assist decision-making at higher levels of government. It aims to create a unified digital framework to manage operations effectively and enhance policy execution. Planned as a short-term strategic exercise, the project will produce a roadmap for phased implementation. Authorities believe the initiative will establish the foundation for next-generation digital governance and contribute to Pakistan’s broader digital transformation efforts.
