PTA Introduces Strict Regulations to Safeguard 5G Users in Pakistan

The Pakistan Telecommunication Authority (PTA) has issued comprehensive service rules for operators participating in the upcoming 5G spectrum auction, scheduled by the end of February 2026. These rules, outlined in the recently released Information Memorandum, will form a binding part of the licensing framework for next-generation mobile services in Pakistan.

Under the framework, 5G license holders will be required to provide emergency services, comply with lawful interception regulations, and offer non-discriminatory access to all users. Operators must maintain high standards of service quality, availability, and reliability while meeting national security requirements, and allow regulators to inspect radio equipment when necessary.

The rules also emphasize pricing transparency and consumer protection. Operators must adhere to the Telecom Consumer Protection Regulations 2009, ensure fair pricing, avoid anti-competitive practices, and provide detailed billing information upon request. PTA retains the authority to regulate prices and terms in markets where an operator holds Significant Market Power, including requiring prior approval for tariff changes.

Licensees must comply with data protection and privacy laws, safeguard communication confidentiality, and follow rules related to spam, unsolicited messages, and fraudulent communications. Companies are also required to publish updated coverage maps online, showing service areas and the types of service available, including both 4G and 5G.

Additional obligations include supporting local manufacturing of mobile phones and telecom equipment, ensuring site clearance according to PTA and FAB procedures, and submitting performance bank guarantees to secure rollout commitments. PTA has clarified that all quality of service standards, including any future performance indicators, will remain mandatory throughout the entire license period.
