The Pakistan Telecommunication Authority has established comprehensive service rules for companies participating in the upcoming 5G spectrum auction scheduled for the end of February 2026. These regulations, outlined in the recently issued Information Memorandum, form an integral part of the licensing framework for next-generation mobile services in Pakistan. 5G license holders will be required to provide emergency services, comply with lawful interception regulations, and offer non-discriminatory services to all users. Operators must maintain high standards of service quality, availability, and reliability while adhering to national security requirements. Regulators will have the authority to inspect radio equipment whenever necessary. The Information Memorandum also emphasizes strict compliance with pricing and consumer protection rules. Companies must follow the Telecom Consumer Protection Regulations 2009, ensure fair pricing, avoid anti-competitive practices, and provide detailed billing information upon consumer request. PTA retains the authority to regulate prices, terms, and conditions for operators with Significant Market Power, including prior approval for tariff changes. Licensees are required to adhere to data protection and privacy laws, safeguard communication confidentiality, and comply with rules regarding spam, unsolicited messages, and fraudulent communications. Operators must publish updated coverage maps on their websites, clearly indicating service areas and technology types, including both 4G and 5G. Further obligations include supporting local manufacturing of mobile phones and telecom equipment, obtaining site clearances according to PTA and FAB procedures, and submitting performance bank guarantees to ensure rollout commitments. The regulator has stated that all quality of service standards, including future performance indicators, will remain mandatory throughout the entire license period, ensuring consistent service delivery and accountability for operators.
