Kuwait Grants Domestic Workers One-Month Indemnity Per Year of Service

The Public Authority for Manpower (PAM) in Kuwait has launched an awareness campaign to educate employers and domestic workers about their rights and responsibilities under Kuwaiti labor laws. The campaign, promoted across PAM’s social media channels, aims to ensure legal protection, fairness, and mutual respect in domestic employment.

Key provisions highlighted include the requirement that all domestic workers must be employed under the standard recruitment contract approved by PAM, which clearly outlines the duties, rights, and protections for both parties. Employers are reminded that if a worker leaves during the six-month guarantee period, they must coordinate with the Domestic Workers Recruitment Department to secure any refund or legal entitlement. Unauthorized transfers or returning workers to agencies during the guarantee period are prohibited and may lead to forfeiture of guarantees.

Domestic workers have the right to use a mobile phone outside working hours, and employers must respect their privacy while maintaining workplace etiquette as outlined in the standard contract. Employers must also obtain official payment receipts or notarized contracts from recruitment agencies and are prohibited from sending workers abroad without consent. They are responsible for repatriation costs after contract completion.

Under Article 23 of Law No. 68 of 2015, domestic workers are entitled to an end-of-service gratuity of one month’s salary per year of service, and monthly salaries must be properly documented through vouchers or bank transfers. Employers can submit complaints or seek guidance directly through PAM’s Domestic Workers Recruitment Department or via the helpline at 24937600.
