The United Arab Emirates has announced a new minimum age requirement for riders of electric scooters and e-bikes as part of revised executive regulations aimed at improving traffic safety and managing the rapid growth of micro-mobility. Under the new rules, individuals must be at least 15 years old to apply for a riding permit for these devices. The regulations are set to come into force on January 1, 2027.

The permits will be valid for three years and can be renewed indefinitely thereafter. They will cover multiple classes of personal transport devices. The revised framework categorizes individual mobility devices into six distinct groups: traditional bicycles, electric bicycles, electric scooters, mini-motored bikes with engine capacities under 50cc and a maximum speed of 45 km/h, skateboards, and mobility devices for the elderly and disabled.

Safety is a central focus of the new regulations. All personal mobility devices must meet mandatory safety standards, including forward-facing lights with high and low beams, rear-facing red brake lights, braking capability on at least one wheel, and stable, safe tyres. Additionally, no personal mobility device will be allowed on public roads intended for conventional motor vehicles; they will only be permitted on approved and defined routes. Commercial rental operators are also required to adhere to the same standards.

The regulations also reaffirm rules for pedestrians at intersections. A flashing green signal will not permit riders or walkers to begin crossing, but those already in the middle of the road can continue to cross safely. This clarification is part of efforts to ensure orderly movement and reduce accidents.

Authorities have described the amendment as a pioneering step that highlights the UAE's commitment to developing safer and more structured urban spaces in response to the growing impact of micro-mobility on urban transportation. The new permit and registration systems are designed to control the expansion of these devices while ensuring the safety of riders, pedestrians, and motorists alike.
