Qatari mediators reportedly secured a preliminary framework covering Iran's nuclear program and the Strait of Hormuz, but negotiators warn that a breakdown could rapidly renew military confrontation.

Diplomatic efforts to prevent another round of conflict between Washington and Tehran are accelerating, with the United States reportedly preparing to rejoin talks with Iran in Qatar. The push comes amid warnings that President Donald Trump could order a fresh wave of military strikes soon after Tuesday's midterm elections, according to multiple reports cited by regional and international outlets.

Qatari newspaper Al-Araby Al-Jadeed reported that the two sides had agreed on preliminary measures addressing Iran's nuclear program and the Strait of Hormuz, the strategic waterway where a US fleet has been escorting oil tankers. The reported framework also includes financial incentives for Tehran, according to the Times of Israel.

The diplomatic opening followed an intensive round of talks in Tehran on Friday, where Qatari mediators spent roughly 12 hours working to head off another military escalation, Axios reported. The mediators reportedly remained in regular contact with the White House throughout the discussions.

A preliminary draft framework would allow Iran to transfer its stockpile of highly enriched uranium to an agreed third country, Al Arabiya reported. The proposal also calls for the Strait of Hormuz to reopen within seven days of an initial agreement, with China and Russia potentially offering guarantees of implementation.

Despite the progress, the situation remains fragile. A breakdown in negotiations could quickly return both sides to a path toward war, and the last US strike against Iran occurred in September. Iran's Supreme Leader Mojtaba Khamenei warned Washington in a post on Telegram on Saturday against further attacks, saying that if enemies launch military or terrorist attacks again, Iran's armed forces and nation will determine the time and conditions for ending them.

Khamenei also threatened a geographically unrestricted response, raising concerns that US allies across the region could again come under fire, as they did following US and Israeli attacks in February. The outcome of the Qatar talks is likely to be closely watched by global energy markets, given the importance of the Strait of Hormuz to oil shipments.
