FBR Updates Active Taxpayers List After October 31 Deadline, Late Filers Marked Inactive
The FBR's updated Active Taxpayers List, effective November 1, 2026, excludes taxpayers who missed the October 31 filing deadline, exposing them to higher withholding tax rates and a surcharge to regain active status.

The Federal Board of Revenue (FBR) has issued an updated Active Taxpayers List (ATL) effective November 1, 2026, removing taxpayers who did not submit their income tax returns or extension applications by the October 31 cutoff. The revenue authority had already extended the Tax Year 2026 filing deadline twice, moving it from September 30 to October 15 and then to October 31, with no further extension announced.
Taxpayers who filed extension requests under Sections 119(1) and 114 close to the deadline and are still awaiting approval are currently shown as inactive in the revised list. Their active status will depend on the Commissioner's decision on those pending applications, meaning some filers could see their status change once approvals are processed.
Those left off the list are treated as non-filers and face higher withholding tax rates on banking transactions, property registration and vehicle registration until they are restored to active status. Filing a return through the IRIS system is still possible, but any submission after October 31 is now classified as late, and late filing alone does not guarantee reinstatement to the ATL.
Under Section 182A, late filers must pay a surcharge before they can be added back to the active list. In addition, taxpayers outside the ATL cannot claim tax refunds and lose the ability to carry forward business losses for the year, while a late-filing penalty under Section 182 may also apply.
The update affects a broad range of individuals and businesses, given that the ATL determines withholding tax treatment across banking, real estate and vehicle transactions. Taxpayers whose names are missing from the new list are advised to review their status through the FBR's online portal and complete any outstanding payments or applications to restore their active standing.
The FBR has not announced any further extension to the filing window, and the current list will remain in effect until the revenue authority issues its next update.
