Pakistan's Health Minister Orders DRAP to Test Baby Formula Products
Federal Health Minister Mustafa Kamal has directed DRAP to collect and test samples of infant formula and other breast milk substitutes, as lawmakers push for stricter enforcement of the Breastfeeding and Child Nutrition Act 2002.

Federal Health Minister Mustafa Kamal has instructed the Drug Regulatory Authority of Pakistan (DRAP) to collect samples of infant formula and other breast milk substitutes and test their ingredients and safety, amid growing concerns over how such products are marketed in the country.
The directive was issued during a meeting of the Senate Standing Committee on National Health Services, Regulations and Coordination, where lawmakers raised questions about formula milk advertising and the enforcement of the Breastfeeding and Child Nutrition Act 2002. The law restricts the promotion and advertising of breast milk substitutes.
Senators Anusha Rahman and Shahzaib Durrani pressed for tougher enforcement, arguing that companies should not market infant formula as though it were ordinary milk. DRAP CEO Dr. Obaidullah told the committee that the authority regulates infant formula under its rules covering alternative medicines and food products.
Committee Chairman Senator Amir Waliuddin Chishti noted that a disclaimer reading "Mother's Milk is the Best for a Child" had appeared in advertisements on 29 television channels. However, he said one company had obtained a stay order from the Islamabad High Court against the relevant notice.
Pakistan Electronic Media Regulatory Authority (PEMRA) Chairperson Amberin Jan confirmed the legal challenge and said the authority had contacted the Pakistan Broadcasters Association to help ensure the disclaimer appears on other channels as well.
Mustafa Kamal acknowledged the difficulties faced by mothers who are unable to breastfeed and said the government is preparing its own advertisement to promote breastfeeding. He directed DRAP to test formula products and urged the relevant authorities to enforce the existing law.
