The Capital Development Authority (CDA) has introduced new measures to regulate the verification of plot files and speed up the handling of property-related cases in the federal capital, directing officials to avoid unnecessary procedures that delay applicants.

According to an official notification issued by the Office of the Member (Estate) on November 5, 2026, officials in the Land and Rehabilitation Directorate had been starting plot file verifications in certain cases without solid justification or objectively established grounds. The CDA said such practices cause avoidable delays and inconvenience to applicants.

Under the revised policy, verification of the genuineness of any plot file will only be initiated after prior approval from the Director General (Land and Estate Management). The move is intended to prevent routine or arbitrary checks from slowing down legitimate property transactions.

The Director General has also been instructed to prescribe and notify clear timelines for completing plot file verifications and for processing applications for No Demand Certificates (NDCs) and other property-related matters at the relevant desks. The notification states that, preferably, no file should remain pending at a single desk for more than three days.

The CDA said the measures are aimed at improving administrative efficiency, ensuring timely disposal of property-related cases and preventing unnecessary delays in the Estate Wing. The authority has faced repeated criticism over slow processing of property documentation, and the new rules are expected to bring more predictability to applicants dealing with plot files and NDCs.

The directive applies to officials handling land and estate matters and signals a push to make verification procedures more accountable while reducing the burden on applicants who depend on the authority for property documentation in Islamabad.
