The government has announced an increase in the ex-depot price of petrol by Rs4.61 per litre, pushing the rate from Rs389.14 to Rs393.75 per litre. In contrast, the price of high speed diesel (HSD) has been reduced by Rs1.96 per litre, bringing it down to Rs422.08 per litre.
These changes are part of the daily fuel price revision policy, with the new prices issued by the petroleum division for September 22, 2026.
According to the petroleum division, adjustments in fuel prices followed international market trends, which fluctuated due to the Middle East conflict. The Oil and Gas Regulatory Authority (OGRA) used a seven-working-day rolling average of the daily Platts Arab Gulf Means Price to calculate the revised rates.
During this period, the average international price for petrol rose to USD 133.27 per barrel from USD 132.57 on September 19. The HSD price, on the other hand, fell to USD 123.12 per barrel from USD 124.24. Pakistan continues to rely on imports for over 80 percent of its total petroleum product consumption.
Import costs for both fuels have also shifted. The import price of petrol increased to Rs283.19 per litre from Rs278.58, while the cost for HSD decreased to Rs315.17 per litre from Rs317.13.
As per the petroleum division's notification, government levies and profit margins for petrol and HSD remain unchanged. Both are subject to a Petroleum Levy of Rs80 per litre, a Climate Support Levy of Rs5 per litre, dealer profit margins of Rs9.98 per litre, and oil marketing company margins of Rs7.87 per litre. Customs duties are maintained at Rs23.68 per litre for petrol and Rs15.68 per litre for HSD, while the Inland Freight Equalisation Margin has been set at Rs7.71 per litre for petrol and Rs4.06 per litre for HSD.
