Sindh Launches One-Click Business License System to Eliminate Red Tape and Boost Ease of Doing Business

The Sindh government has introduced a digital one-click licensing system aimed at transforming how businesses obtain permits and registrations across the province. As part of the World Bank-supported economic reform agenda, this new initiative eliminates long queues, excessive paperwork, and bureaucratic hurdles by digitizing the process of acquiring business approvals.

Through the Sindh Advanced Business Regulation Reform, business owners can now apply for e-licences and e-certificates using a single digital platform launched under the Click Project. This platform, spearheaded by the Sindh Investment Department, is designed to improve investor confidence and streamline service delivery across the province, including Karachi.

In the project's first phase, nine provincial departments have been integrated, offering 32 different types of business-related licences and certificates. These include permits from the Education, Health, Labour, Food Authority, Industries and Commerce, Environmental Protection Agency, and Small Industries Corporation, among others. More departments will be brought on board in future phases, with the full digital rollout expected by May 2026.

The early results have been promising. Within just two and a half months of launch, more than 1,700 e-licences and certificates were issued, generating over Rs5 million in digital revenue. Applicants can now access services through a single online portal that securely verifies identity using integrations with NADRA e-ECP, PMD, and 1Link for digital payments.

Digitalised services already include a wide range of business and regulatory approvals, such as private school and college registrations, food business licences, shop and factory registrations, healthcare establishment permits, pharmaceutical sales and manufacturing authorisations, and environmental approvals.

The platform aims to remove traditional administrative delays, foster transparency, and enhance the overall ease of doing business in Sindh. Officials believe that the shift to a fully digital, one-click system will significantly improve the investment climate, reduce corruption risks, and create a more efficient regulatory environment for entrepreneurs and businesses of all sizes.
