The Pakistan Telecommunication Authority has approved a new policy that will allow additional mobile service providers to enter Pakistan’s telecom market, increasing competition and offering consumers more choices. The policy is expected to introduce new mobile packages under different brand names, catering to diverse customer needs and preferences.
Under the Mobile Virtual Network Operators Policy Framework, companies can provide mobile services without constructing their own networks. These providers, known as MVNOs, will use the existing infrastructure of licensed mobile operators while selling services under their own brands. As a result, users may see multiple new mobile service brands in the market, even though they rely on the same underlying network infrastructure.
The policy, approved by the Federal Cabinet and formally issued by the PTA, defines an MVNO as a service provider that does not own radio towers, spectrum, or core network infrastructure, and operates through agreements with licensed mobile network operators. Only companies incorporated in Pakistan and registered with the Securities and Exchange Commission of Pakistan are eligible to apply for an MVNO license. Eligible companies can sign agreements with one or more mobile operators to offer services nationwide.
MVNOs are permitted to design their own packages and marketing strategies, but their operational infrastructure is limited to billing systems and customer support. The license will be valid for 15 years, provided all PTA regulations are followed. Applicants must submit a detailed business and technical plan, including a draft agreement and consent letter from the parent mobile operator. Any amendments to these agreements require prior approval from the PTA, and MVNOs cannot begin services or collect payments without a formal commencement certificate from the authority.
Under this framework, MVNOs will receive mobile numbers through their parent operators but will remain fully responsible for service quality, billing, customer complaints, and dispute resolution. The introduction of MVNOs is expected to modernize Pakistan’s telecom market, encourage innovation, and provide more flexible and affordable options for mobile users.
