The United Arab Emirates has introduced a new pathway for long-term residency by offering the prestigious Golden Visa to individuals who donate to charitable and endowment causes, marking a significant step in promoting humanitarian values and social responsibility. This initiative, officially titled the UAE Golden Visa for Charity Donors, allows Waqf (Islamic endowment) contributors to qualify under the category of “financial supporters of humanitarian work.”
The announcement follows a cooperation agreement signed between the General Directorate of Identity and Foreigners Affairs – Dubai (GDRFA-Dubai) and the Endowments and Minors Affairs Foundation (Awqaf Dubai). Under this agreement, Awqaf Dubai will be responsible for nominating eligible donors—both UAE residents and international contributors—who meet the requirements set by Cabinet Resolution No. (65) of 2022, which governs Golden Visa eligibility for humanitarian supporters.
Once nominated, individuals will undergo a verification process, and if approved, GDRFA-Dubai will issue the long-term residency permits. A joint committee will also be established to manage the implementation of the program, evaluate outcomes, and track the social and developmental impact of the initiative.
This move aligns with Dubai’s broader vision of becoming a leading global hub for philanthropy, tolerance, and sustainable development. Authorities have highlighted that this initiative is part of a wider government strategy to integrate charitable giving into the framework of national growth. It aims to recognize and empower individuals whose financial contributions support community-focused initiatives and long-term social welfare projects.
GDRFA-Dubai’s Director General, Lt-Gen Mohammed Ahmed Al Marri, emphasized that the program reflects a model of integrated governance that enables endowers to play a meaningful role in shaping society. Similarly, Ali Mohammed Al Mutawa, Secretary-General of Awqaf Dubai, noted that the new visa category strengthens the role of endowment work as a foundation for sustainable progress and underlines the importance of donor contributions in building a cohesive, responsible society.
This initiative reinforces the UAE’s commitment to celebrating generosity and embedding philanthropy as a core part of the national identity. By offering long-term residency benefits to those who support charitable causes, the country is sending a strong message that giving is not only valued but actively rewarded as a driver of inclusive development.
